Get as many of her back Bank statements that you can. If any payments are recorded , that will be a help. If a policy does exist and not paid up, premium statements will be forthcoming by mail.
If a policy is paid up, there will be statements mailed showing interest and/or dividends. That may not be until the Quarterly or Fiscal Year End of the Insurance co.

Calling companies would be shot in the dark. You would have to furnish a policy number to obtain any information.
If she had an attorney, that would help.

Try this:
Check her bank statements. If her account was active she will have checks listed as paid to the insurance company.

Consult with you local government agency overseeing insurance companies, typically they provide guidance into such matters, but it varies from country to country.

Get a lawyer to research.

same thing happened to my partner when his dad passsed away. Get a good solicitor. They have companies that will do a search for them with all the major companies and deal with it all for you.
