Anyone who confesses their sins to Jesus Christ. They repent with their heart & soul. They ask forgiveness and start to follow Christ. They die to the old sinful nature and become new. They are born again.

Anyone who has received Jesus Christ as their personal Lord and Saviour,believing in Him as the Son of God sent,by God Himself,to give His life for the world so that the world through Him might be saved.Jesus said that "...Except a man be born again,he cannot see the kingdom of God." When you accept Jesus,you will be born of the water(symbolising the Word of God and water baptism) and of the Spirit(of God,which is promised to all believers in Christ)...and then you are a new creature,BORN AGAIN.

Until a few days ago I would've said "I am!" But I was talking with a fellow who quoted a Scripture passage about flesh and blood not entering the Kingdom of God, or something like that. (Wish I could remember the quotation.) Anyway, if that's the case, maybe our rebirth refers to God giving us new bodies when Christ returns! Anyone?

born again is a picture Jesus used of salvation to Nicodemus in John 3. John 3 is the first extended teaching of Jesus in the book of John and so it is there by design for emphasis
Jesus used many pictures of salvation, this being only one, but clearly an important picture of salvation. Others include having a well in you springing up to eternal life or being a sheep in the Good Shepards flock, or the redeemed collectively being 'The Bride of Christ'
This emphasises a characteristic of the New Covenant promised by the prophets where people would be given new hearts and God would put His sipirt in them and give them the desire to know him, follow him and obey his laws as in Jeremiah 33
A 'born again' Christian, in the broadest sense, is any one given new life by God through the New Covenant which happens when they glorify God leaning on the work of God on the cross by faith. It applies to any person who God has saved and refers to the regenerative act of God in their life
In my opinion it does not refer to infant baptism, or infant dedication which both are at best a covenant dedicaiton of a child in hope it will develope a saving faith

Being born again involves being baptized in water (“born from water”) and begotten by God’s spirit (“born from . . . spirit”), thus becoming a son of God with the prospect of sharing in the Kingdom of God. (John 3:3-5) Jesus had this experience, as do the 144,000 who are heirs with him of the heavenly Kingdom.
Why is it necessary for any Christians to be “born again”? Because God has purposed to associate a limited number of faithful humans with Jesus Christ in the heavenly Kingdom. (See: Luke 12:32; Rev. 14:1-3)
However, Humans cannot go to heaven with bodies of flesh and blood. For the Bible say: 1 Cor. 15:50: “This I say, brothers, that flesh and blood cannot inherit God’s kingdom, neither does corruption inherit incorruption.”
John 3:6: “What has been born from the flesh is flesh, and what has been born from the spirit is spirit.”
Therefore, Only persons who have been “born again,” thus becoming God’s sons, can share in the heavenly Kingdom. “As many as did receive him” does not mean all humans who have put faith in Christ. Notice who is being referred to, as indicated by verse 11 [“his own people,” the Jews]. The same privilege has been extended to others of mankind, but only to a “little flock.” (John 1:12, 13; Rom. 8:16, 17; 1 Pet. 1:3, 4)
What will they do in heaven?
Rev. 20:6: “They will be priests of God and of the Christ, and will rule as kings with him for the thousand years.”
1 Cor. 6:2: “Do you not know that the holy ones will judge the world?”

I can proudly say that I am. I spent three, almost four years studying Wicca, using the spells, following the teachings. I could not ever shake the deep down love for Almighty God, could never totally get Jesus out of my heart. I was on my way home from work one day, had been a rough one. MercyMe singing "I Can Only Imagine" came on the radio. The moment was so intense, I pulled over and gave my life back to the Lord. Eternal thanks to MercyMe for helping the Lord bring me back!

All of us that have been baptized for the remission of our sins and really believe in the son of God, we have been washed in the blood of the lamb and truly thankful to the Lord for his mercy and grace.It takes more than just believing, it takes action.all that have done this with a sincere heart and received the gift of the HOLY SPIRIT,,, They are born again- Christians..
