The mind of a serial killer has never been diagnosed. The environmental conditions have never been identified. The chromosomal patterns have yet to be determined. But serial killers exist. They are obsessed individuals for sure. They have no conscience. The lack remorse. All the known characteristics of a serial killer point to something beyond our comprehension. Maybe it's just something so simple as a work of evil. Some could argue seriel killers could be nothing other than a demon for those that believe in such things.

A good thesis statement (defined as an opinion or argumentative stance that includes statements supporting the opinion or stance) for serial killers is whether or not they are mentally responsible for what they are doing. Is it purely a mental health issue, or is the conduct sexually driven? You should be able to come up with supporting data for either side of these arguments.
When I was in college, my english teacher was very pro gun control and required her classes to submit a thesis in favor of it. (which she later submitted to the state government as part of a movement to establish gun control). I wrote the thesis from the aspect of a burglar. He really wanted gun control so he would be assured that he was the only one who had a gun and wouldn't have to worry about breaking in houses anymore. She gave me an F. so I dropped the class.

A question that many people in society have about serial killers is: how did they become one? Some factors that researchers believe contribute to the making of a serial killer are parents, mental illnesses, and childhoods. ( I didn't add in profiling, because I wasn't really sure what that means in the context.)

Should serieal killers be held accountable for their personal actions or should we blame it on outside sources such as their parents, upbringing, mental state, etc.
Something along that line would be interesting and arguable from both sides. It seems to be an underlying political issue now as well.
