First. Take the lesson: DON'T STEAL FROM THE COOKIE JAR!
Second, try WRITING an apology. That way you can carefully review what you say and make sure you tell her how you are truly sorry (I am assuming here...) and you understand why she is mad and that you have learned a lesson. etc. You won't have to worry about being nervous and not saying the right thing.
Taking the time to write something, 'the good old fashioned way' may also send a message of its own.
Also, you can leave the letter in her purse, or somewhere obvious (on the fridge) for her to find it. That way if she can read it alone, it will be easier for her to digest. She won't have to be looking at the face of the person she is trying to be angry at. She can just settle with the words. And she won't be able to cut you off or say, "STOP! I've heard enough!"

If I were you, I'd show her I was sorry rather than just saying it. Talk is cheap but replacing the $5 costs five dollars. I would replace it and in addition, I would buy her a little gift with money I earned proving I love her.

Try to gain her trust back by showing her a little more respect. Stealing is one of the roots of evil. If you lie you'll cheat and steal. So she's not only thinking about the stealing, she's also thinking about the lying and the cheating that comes along with it.

I think your mom is overreacting, unless you've done stuff like this before and this was just the last straw. Talk to her again and explain to her that you didn't mean anything bad by it. And give her a reason why you didn't ask before taking the money if you have one.

Stealing is wrong! Try and pay her back the money and never ever steal from her or anyone else again--that is totally wrong! You should always ask before taking. Talk to your mom and be honest with her !

Did you tell her later? If you did she is seriuosly over reacting, but then some parents go in to the what if they take something else, what if your stealing all over the place! Some parents to like to over react way to much!

Yikes. You need to find a way to prove to her that you are trustworthy. She's upset because technically, you did steal. Sit down and talk to her about it. Accept responsibility (I know you are, but tell your mom) and explain yourself.
