Your parents probably miss the dog as much as you do. I think three months is enough time to wait before getting another dog but your parents have made a valid point in that all the work of the new dog will fall on them with you in school. This may be too much on your mom right now. A new dog needs to be a family decision. Give your mom some space and discuss getting a new dog with her again in about a month or two. Don't even mention getting another dog for the next 4-8 weeks. Then maybe make a list as to the benefits of having a dog. Do something really nice for your mom and hand her the list along with a giant hug. Then see what happens.

Obviously your mom is not over the death of the first dog. You cannot "replace" a dog. Your will always have a dog-sized hole in your heart from the first dog. That does not, however mean you cannot get another dog. Your heart has infinite capacity for loving.
Who took care of the dog? Was it your mom? Perhaps she is not ready to take care of another dog. When my Nellie was a puppy we did not crate her but we kept her in the kitchen. So every morning I had to get up 20 minutes before everyone else so I could wash the kitchen floor with bleach.
Getting a dog in the summer when people are home is an excellent idea. We got a kitten this summer for the same reason. And she's so sweet!

Well one way to convince your parents is to tell them that you will do most of the responsibility (such as picking up after it, and cleaning up the deification in the yard) take it for walks after you get home from school. Also try to offer that you will pay for part of the vet bills, and pay for the dog food. Also offer that you will play with the dog when you have the chance.
