Does it mean he doesn't really like me? or he needs more time to see if this is the right girl for him. Do you aggree that sometimes guys will observe you for a while and then take a action? How long will it take for a guy from observation to action?Or he has other girls in minds. It is hard to tell humans' minds.

He probably just lacks confidence in himself. That's why he won't make a move. If you are really sure he likes you then make the first move yourself. But if you believe the guy should make the first move then wait. You don't want to go for a guy who lacks confidence in himself. Because that could mean he will lack confidence in other things in life like his career, relationships, etc.
There is nothing wrong with making the first move. You never know you could be the person to boost his self confidence.

Take it from a guy, He is probably just nervous, try making yourself more approachable. One way is to not be with all yo girls all the time. There is nothing worse to a guy than the thought of be shot down with other people watching. If he had other girls in mind he would've asked for all yall numbers so that he could have multiple opportunities. If he is indeed nervous, he won't do anything until his confidence is boosted. So next time try to be with out all your friends and maybe he'll ask for it, if not maybe you are misinterpretingg his signals.

Maybe he thinks your going to just give it to him he probably wants you to make the first move either give him your phone number or ask him for his either way he might just want you to start off

Have a conversation for Heaven's sake. Ask him some questions about himself. Find out if you really want to get to know him better. If you can't talk to him face to face, forget it.
