With exceptions? Which ones would that be? Your drunk your drunk there should be no exceptions. But I do agree with your theory on breathalizers on cars. Its kind of like the electric car it would taking some getting used to but the benefits would be worth it.

$$$$$$$$$ people will have a lot fo taxes. you can get your own fro abut 1000 plus the monthly calibration and you know you'll be safe, but as for everyone.... nope too expensive

You can always have someone else blow in for you. Their are other ways of fooling the ones that do not have supervision. Alcohol is not the only drug that impairs your judgment.
