There is a dead dog laying beside the road a few doors down. It has been there a few days and is stinking! Whose responsibility is it to pick it up...the owner of the dog...my neighbor...the police...the mayor? The small town where I live does not have animal control. Please, could someone let me know who should be cleaning this up?

It is the councils duty to pick up any dead animals on the roads, whether they be wild or domestic. Give your local council a ring.
