I own a renault laguna 2003 model which i bought second hand. Its not due for service now but the engine temperature has risen and crossed half way through. I would like to know does French cars always have a high temperature or is something wrong with it.

Definitely not. Take it to the garage before you do some major damage.

On hot days it is normal for your engine to run a little hotter than usual. If it gets into the "Red zone" then you're in trouble. It's probably a problem with your cooling system---a coolant leak is a common culprit. Check your car's coolant (just make sure the engine is cold when you do or the coolant can boil over and burn you). If you've never checked it before don't worry, it's just like checking any other fluid, there's a dipstick that will be marked with okay levels and dangerous levels. If that's okay but you still think there's a problem, or if your coolant levels aren't normal, go to a mechanic.

IF the temp. stays below the red zone, you'll be fine. It is common for the engine to get a bit warmer when you are going slowly in heavy traffic. Once you speed up, the temp. should drop back to normal.
If you feel it is running too hot, check the coolant level, and if that is OK, have the thermostat tested and replace if necessary.
I also drive a Laguna, and the temp seems to vary quite a bit between city driving and freeway cruising.

You are partially correct -- French cars have something wrong with them.
