means either your plenum or the gasket has a leak in it

Well it is the pressure reg. or the fuel lines... both are in the intake. pop the top, turn on the key and see what leaks. If you replace the cpi unit it is a good idea to do the lines too.

have you done a compression check on the cylinders that flood?
low comp. will cause such a problem as well.
you did the others like you should have.
try and see if they are low, bet they are.

pressure reg inside plenum is bad, more than likely.
