When you crunch, that trains your muscle to "bubble out". The same when we do bicep curls. We bubble our biceps because we want them to look full and round. Follow the logic "train your muscles how you want them to look". You want a flat tummy, so do abdominal exercises that strengthen your abs while they're flat, such as: planks, side planks, putting your feet, with bent legs, on a Swiss ball or floor and lifting your pelvis (great for your butt too), lay on your back and barely lift your heels off the floor. All these you should hold for three 15 second intervals, then 30 second, then 45 second, ect. Work your way up as you get stronger.
The key is, with whatever you do, make sure you exhale on contraction and keep your abs pulled in! Another thing, none of this will work unless you include cardio and better eating. (Not no-carb diet, that's crazy. Just stay away from refined sugars and fatty meat. Smaller portions, lots of water, no pop.

Sometimes after considerable weight loss or pregnancy the skin around the abdominal muscles takes time to go back to normal. It is difficult to answer your question without knowing your age (young skin has more elasticity), your levels of activity (do you do any cardiovascular exercises) and the what caused the pooch in the first place (weight gain or pregnancy). Is the pooch excess fat or excess skin?? Excess fat can be trained off with cardiovascular exercises such as running or cycling or rowing in combination with abdominal exercises and core strength work. If it is just excess skin and you're at an age where the elasticity is lost, your only option will be surgery to remove the excess skin. It's quite a drastic op and depends on just how much it bothers you.

You need to strengthen the transverse abdominus (TA). That's the third layer of the abdominal muscles (when moving from surface towards the organs). It is the layer of muscle that allows you to draw your belly button toward your spine. Lay on your back, bend your knees to 90 degrees and draw in your belly button (without holding your breath) so that your lower back flattens out on the floor. Now try to raise one leg (keeping the knee at 90 degrees). You'll notice if your lower back comes off of the ground as you raise the leg. That's a weak TA. Once you can lift each leg individually while keeping your back flat, go to both legs. Feel free to contact me, I do this for a living.

Walk more, don't rely on crunches, even though they don't hurt, they're not most dependable.
Replace soda (if you drink it), with water, get at least 7 to 8 hours sleep per night.
At work, take the stairs instead of the elevator and see how that works out.
Cut out chocolate if you can for a little bit too.
