I'm a single dad and when my daughter started school I wondered why the dress code said that girls had to wear shorts under their dresses. Then one day I was at the school having lunch with her and discovered why. We were walking down the hall to her classroom and a little girl was walking in front of us. All of a sudden she stopped and leaned over to tie her shoe and the back of her dress flipped up. If she had not been wearing shorts everyone in the hall would have seen her panties. I guess at the age of 5 most children have not yet learned to be modest or totally aware of what they are doing so this is the schools way of making sure no one gets embarrassed or teased by little boys.

The shorts under skirts are made for the smaller sizes since it seems that a 5 or 6 year old wouldnt be really relize that there panties are showing whent they are upside on the monkey bars

A lot of schools require girls to wear shorts under their skirts just in case they flip up, in order not to see underwear. It has been so popular that manufacturers have begun making girls clothes,especially elementary age, skirts with built in shorts to make it easier and less bulky.
BTW those of you who called it a "skort" are wrong. Skorts are shorts in the back and skirt "like" in the front and calling this person a "perv" is rude. He may be a single father with a daughter(s) who got a notice about girls having to wear shorts underneath their skirts. I got a similar notice from my daughter's school when she began Kindergarten. I wasn't aware of this until then so lay off the nasty comments if you can.

Are you referring to a skort????? Some school systems require girls to wear skorts which is the skirt/short combo.

If it is attached it is a skort, if it isn't perhaps it is just shorts or underwear. I am wondering why a male would ask this and why it would be his first question ever.
