It depends on where you are and what the law is there. Some places have a 3 or 5 year rule while others say that anyone over 18 cannot be with someone under 18, while still others have different ages of consent. You should use a search engine to find out what the law is in your state, or county.

In most states sexual relations between someone of age, over 18, and a minor, someone under 18, is an automatic conviction of statutory rape. Consent or not, he will have a police record, likely a jail sentence and a life time listing as a sexual predator.
Even though I know you feel the urge, what you feel is sexual attraction. There may be love involved, but trust me that very powerful longing is sexual attraction. A young woman at your age has little idea of what the emotional consequences of having sex at your age will be. I strongly urge you to wait. Not a moral lecture, just the voice of experience having been there for two sisters and a couple of cousins. And please don't fall for the "if you love me you would" line. It's old as the hills and just manipulation to get something. Don't fall for it, don't use it on others. People who really love others do what is best for the other person, not what fills their own needs or selfish desires.

Yes because you are a minor and he is considered an adult.
Some states bring the age down to 17, you should know what your states laws are. You can google search this ...
"your state" age of consent law (or) "your state" statutory rape age
He could be arrested and prosecuted in court for statutory rape, or being a pedophile even if you're not having sex with him.
If he loves you he will wait until you are 18.
You better not be having sex with him. He could be thrown into jail.

I'm not sure of what you mean by "together".
Just dating is not illegal, as long as it is okay with your parents. However, if it is not okay with them, he could be charged with Contributing to the Delinquency of a Minor (misdemeanor).
If you are talking about having sex, then it is illegal. There are a variety of charges that he could be charged with (depending upon your state laws). If you really care about him, waiting 2 more years will not be that big of a sacrifice.
Please understand that if he gets caught and charged, it will follow him forever. It will limit his options for employment. If you care about him, don't let this happen.

It is illegal for you guys to be sexually active, the three year difference is only a defense to prosecution, meaning that he may claim that as defense, but he can still be arrested for Indecency with Child or similar offense......Be careful, even if your parents are okay with it now, they can turn around and press charges later on, you have to think of the guy too, if you really like him or love him, do you want him to wind up as a registered sex offender?

What state are you in?
This varies state to state. Take a look at this site, most states are over 16, keep in mind this IS NOT a gov site and facts could have changed. Take a look at your state's web site to get the best answer: http://www.coolnurse.com/consent.htm
