Yes and No.
No, its not a form of cannibalism since most people would say mermaids do not exist in this world.

However for those of us who do thing mermaids exist, and may be very few, since they are half fish and half woman eating one is cannibalism. Since the definition of cannibalism is the eating meat of a species by the same species be it humans, fish, chickens, or any other class of animal. If you eat something of the same flesh its cannibalism. Like Jeffery Dahmar for example, perhaps if he was to find a nice mermaid he was fond up, killed her like the others, and ate her the same as he did the others it would still be in the same class since she is half woman. I guess if you want to get technical it would only be cannibalism if he ate the top torso which is human instead of the fishy tail.

Eating a mermaid isn't cannibalism, but you'd have to do it in a certain way: by only eating the fish part. However, since you've now eaten her tail, I'm sure she'd die of blood loss and shock now. That, then, is a murder, since the human part would obviously die. If the eating part is your only concern, though, not murder, go ahead and chow down.

No,

Eating a mermaid is not cannibalism. Actually, mermaids do not exist. There is a fish whose reflection was seen by someone (i don't remember who) which seemed as if it is the reflection of a girl with tail like a fish. Since then, the concept of mermaid came into existence. But, basically it is a fish.

So, eating a mermaid is not cannibalism.

Anyways, if u get one BEAUTIFUL mermaid then do contact me. Would like to meet her......

Well, in my opinion, no because it lives in the ocean like any other sea-creatures. But yes because mermaids do look like human, although I never seen a real one. Me personally, I wouldn't eat one if they are existed, they're too human-liked

Depends on which part you eat, is it the fish part or the person part?
