My car leaks brake fluid and my brake line is starting to be bad. Can it pass New York State inspection without fixing or replacing the brake line?

no,,that would be part of the safety issue of the inspection,,,and if it is visible to the eye of the mechanic shop inspecting,,replacement of the line is defintely need,,plus,,your safety would be at risk with the brakes going out

get it fixed before you get killed or something. And it can get worse and cost more letting it go.
