A girl can technically be pregnant as soon as she's had her first period (and the preceding weeks). Nobody would want a 10-11 yo girl to have a baby. People should have the same approach to dogs. If you plan on breeding the best time is 2yrs, because under that she is still considered a teen, and can have problems whelping, and she might not accept her pups.
