First, why is the cat being in the rafters a problem? Is there a danger, or does he make noise at odd hours?

Cats don't like the feel/sound of aluminum foil, is there any way to cover the rafters where he jumps up to get him out of the habit?

he sounds like quite a character!!

It's normal for a cat to go to quiet secret like places they like that. Does the cat ever stay around it's family? If not he may be scared and that's why he's always going into the rafters.

Cats love to jump... run... play... they love high places, and love ladders. The best option is to close off anyway the cat can get up there. Unless he's causing a problem I'd say leave it alone - it's not worth your time and effort

Cats love to go as high as they can. They feel very secure out of the reach of humans sometimes and like to survey all their territory.
