I actually prefer nude over dressed, especially at a beach or pool, but topless is a definite "settle for" choice when full nudity isn't possible or appropriate. It's a great feeling and, for most girls, great looking too.
In more and more states, including NY where I live, it's now legal for girls to be topless anyplace guys can, so we're starting to see more topless girls on regular "clothed" beaches.
Bare skin is really no big deal, and it's up to us how much of it we care to display.
