Hep B is curable. Its a long process 6-12 month. She will always be a carrier, but not active. Use protections. In some cases of Hep B, they do not advise treatment, depending on the DNA count. Meaning it is not severe enough. I would check with the American Consulate if they allow immigrants to enter the US with Hep B. She may have to be cured first, don't know, or if not severe enough a Doctors Statement/Notes of some kind. Or check/ask the Physicians that do the physicals for the American Consulate. They might be able to give some answers. Good Luck, and I dont think it is hopeless!

I found this article on HIV and immigration it shows entry is forbidden with people carrying Communicable Disease of Public Health Significance:
1. chancroid
2. gonorrhea
3. granuloma inguinale
4. acquired immune deficiency syndrome (HIV/AIDS)
5. Hansen’s disease (infectious leprosy)
6. lymphogranuloma venereum
7. infectious state syphilis
8. infectious tuberculosis (TB) (clinically active)
It appears that Hepatitis-B is not on this list but is on the list ofr necessary vaccinations. There are special waivers for those with these diseases, which marriage may help with.

If you love her and your serious enough to marry her, you come to the Philippines, marry her there then your issuance of visa for US would be easy as a pie because she is your wife already. With regards to her Hepatitis B, you will learn to love her virus later. You could have her cured in the US with those high tech equipments and gadgets and with the latest vaccines and anti-virus medications.

Find another person...our government, for some weird reason, doesn't let "sick" people migrate here..
The only ones who come here and are sick or mentally ill, come over the mexican border...
