I am a United States Agency for International Development (USAID) scholar living in the Philippines? Being a J-1 student visa holder, I am obliged to do a 2-year residency in my home country? How can I waive the residency requirement? Any tips?

First step is to get a "no objection" letter from the government of your coutry (waiver from your government, so to speak). Probably it won't be enough, but it's the first step. Second, your U.S. employer has to demonstrate that your stay in the U.S. will significantly benefit this country. Again, that's might not be enough neither.

In brief, - hire a good immigration lawyer and let him work on your case.

The entire Visa is based on this requirement. If you did not want to do this, you should not have applied for it. Abuse of the system makes it hard for the rest.
