I've seen this done in studios and know of a few photographers do theirs online, just dont have contact info to find out what sites they use!

Look at ADOBE website They have a good program called Adobe photoshop.

if you don't want to buy, you can try :
- the gimp
- picasa (google)
- Xnview

snapfish.com will let you edit the picture and do a blue, pink, sepia and green filter. their prints are cheap, too.
