it is not a rule that you have to wear a hat on a golf course. however it is probably a good idea because you could get skin cancer from the sun and it keeps your eyes shaded so you can make better shots. On most golf courses a collared shirt and pants with a belt are required.

I work in the golf industry and I have never heard of anyone having to wear a hat to play golf

You should wear a hat or cap because direct sunlight or the rays coming through the clouds will cause skin cancer if you are exposed long and often enough. It can be cloudy, and you still are subject to that exposure.

it is very common to do so for several reasons. however i have never heard of it being mandatory. visors are another alternative as are wide brim hats such as the one greg norman used to 'wear'.
some players may even believe it gives them a competitive advantage to have one on, mainly because it shields the sun from their eyes and allows them to see the line of play better.

I don't think that you really have to but it does help to shade the sun out of your eyes.
