Got me. They change it so much, they're almost meaningless now.
You get points for rating, you don't get points. You can rate at level 1, you can't rate at level 1. You get points if people like your answers, you don't get points if people like your answers.
Go figure!

To reach level 2 you must have 250 total points. If you drop below that you will again be on level one. You may answer and vote on 20 questions a day giving you 2 points and 1 point respectively. Once you reach level 2 you will be able to rate others with a thumbs up or down but you will receive no points for that. You will get nothing but your own satisfaction for reaching the next level and helping others in the process.

you used to get stuff for getting to a higher level, like a screensaver or something.
not sure if you still do.
