most people say 3 years with total immersion--meaning you speak primarily that language the entire time. without total immersion it can take much longer.

At least 5 years... to MASTER the language.
Most Americans never MASTER the American language because they don't know how to use vowels.
Almost all language in America is done in the Present Subjunctive tense... They will use phrases like "It's 1942 and we are in" instead of "It WAS 1942 and we WERE in"... so everything that is said after "It's 1942" can be said in present tense... and THIS is how most Americans talk... because they can't use future or past tenses... and when they do... they butcher it.
If American's can not master 3 tenses of vowels... then how in the world do they expect to master a language, such as Spanish, that has SIXTEEN (16) tenses to every vowel...
The better you can speak English... the easier it is to learn foreign languages... which is why most Americans can never do much better than a few words in a language... just enough to make their friends think they are fluent in that language.

Master? A long time...to master a foreign language is to know it as well as you know your native tongue. To begine studying a forgeing language, you will need to immerse yourself in that language...you need to hear it often....play cds of the language...indeed, hearing it works very well, but you will also need to see it written for mastery of the language. I am thinking 3 - 5 years of hard work. Unless, of course, you direct more attention, then shorter time.

Mastering a language takes a lifetime, nevermind your mother tongue or a foreign language. Asian languages usually take longer.

Vowels don't have tenses, VERBS do, so stop talking out of your ***.
As far as mastering a foreign language, or general "fluency" as it is referred, generally takes seven years of intense study, and some type of immersion (living in the culture with the the language you are studying.)

very short. I had English training from age 5 and onward... so, that got here incredibly of course. And chuffed i'm with which ability too, or i might now have been caught in Dutch purely... aaaaaah!!!

it will vary a lot depending on your background, and your age.
Basic Japanese can be mastered in a matter of a few months if you're able to devote enough time to it.
