Up on the second "balcony" of the Capital there is a nice view of the city. You go up there when attending sessions of Congress.
Also, at the top of the Washington Monument--you can see all over the area from there.

At the Double Tree Hotel in Crystal City, VA, there is a rotating restaurant/lounge on the top floor. This is the best view of the DC skyline and is very romantic and fun for all outings. The food isn't bad, either.

* Masonic Temple in Alexandria, VA - especially on the 9th floor observation balcony, gives a great panaromic view of the DC skyline.

The Pavillion at the Old Post Office downtown. Also, the reflecting pool on the national mall has a great view.
