If I am reading your recipe correctly, you are using 1 cup flour, 1/2 cup sugar, 1/2 cup butter, 1 egg, and a bit of milk. Correct? It seems as though your bit of milk may be the key to it being doughy. You did not say how long you mixed - another key factor. The oven temperature and length of time it bakes is another key factor.

too much flour. A basic sponge is 10 eggs, 10 oz. sugar, 10 oz flour. You do not have enough eggs. Go an find a recipe on foodtv.com

You need to learn your oven. It sounds like you are not baking it long enough. If the temperature calls for 350, then make sure the oven is 350. Too much liquid could be a cause too, whatever the case you need to bake it away, while trying to keep the cake moist and not burning the bottom.

Lower your temperature just a little and let it cook longer. The outside of the cake becomes brown beore the inside can completely cook.

Too much flour probably - but anything can come out right most times. Are you cooking it long enough? Too much flour.
