OK here is some advice; watch out though as you don't want to send the signals to the wrong guy. Figure out if the guy is a 'player' or not. Players know how to flirt and see it as a game; they won't read anything into it (a problem if you want one to fall for you, in this case persistance is the key). A non-player won't know what flirting is and might fall madly in love with you when all you wanted was a smile and a drink.
Tip 1) Make conversation; not remarks. A conversation invites the other person to give an opinion or share a story. A remark doesn't. 'Loud band huh?' is a remark. 'What do you think of the band?' starts a conversation. Listen to their response
Tip 2) Imitate the person's body posture. Sit or stand like they are and hold your arms and hands the same way. This sends subliminal messages that you are in tune with each other. People who get on well do this naturally
Tip 3) Fiddle with something to show off some of your best features; flipping the hair works, running your finger around the top of a glass to show off your graceful hands, or playing with you necklace to show off your neck
Tip 4) Make eye contact. Preferably from below a lowered eye lid. Hold eye contact slightly longer than might be comfortable. (this is very powerful use with care)
Tip 5) If all of the above went well. Make sure to touch the person. A brush on the hand as if by accident, a pat on the shoulder, a hug or kiss on the cheek if appropriate.
Remember flirting is a game so have fun with it.

Test the waters first, but be honest in your approach. Just keep getting to know him as a friend first, because the best relationships have the best friendships. Figure out if he is really someone you would be interested in dating and want more as a friend. And just remember, the relationship may not last and that would mean it may difficult to keep the friendship also. So if he is someone that you cherish and would like to keep as a friend for quite awhile I would say develop that first and go from there. But if you are seeing him more as relationship material, then I say be honest, make your move, and ask him out. All he can say is no, and you can get over that. . .

It's good that he sees you as a friend, at least you know he likes you. Flirt with him a little and see how he responds... if he flirts back then ask him if he wants to see a movie or something.

Be yourself. Casually ask him if he'd like to spend time with you and when you're out together, drop hints with him and see how it goes. If he's not that into you, don't lose the friendship because if he was attracted to you...he'd come out about it soon enough.
