20/15 is slightly better than normal vision. If you can see things at 20 feet away that "normal" eyes require being 15 feet away, that's more acute.
Worse distance vision would be shown as something like 20/40. That would mean that what normal eyes see at 40 feet would not be in clear focus until the person was 20 feet away. The higher the number on the right side of the slash, the poorer the distance vision. In most states, for example, if your best corrected vision is 20/200 or worse, you are considered legally blind.
A person with 20/20 or better vision doesn't necessarily have normal or perfect vision, though. They could have astigmatism or require reading glasses or have defects in color vision. Numbers like 20/15 or 20/20 just refer to distance vision.
When this type of vision is checked, each eye is checked separately and then both eyes are tested together. It's not unusual to have someone test less than 20/20 in each individual eye but test normal or at least better in the both eye test. That's because vision is better when both eyes work together.

No. You see at 15 feet what people see at 20 feet.
It's when that number gets bigger you have problems, like 20/200

No, it's arguably "better" -- you can see at 20 feet what a typical person can see at 15.
