I'm a Japanese speaker.

How do you express when Internet moves really slowly because server or internet-system are getting too much tasks and requirements, or your computer is too old to process it.

In Japanese, we express, It's heavy. Internet is so heavy.

How do you usually express it in English?

Do you understand what I mean?

We just say the internet is dragging, or the system is overloaded.

Usually just that it is slow. In multiplayer online games you say it is lagging.

you would say it is busy , over loaded is good
