man1:That’s the problem. The moat has to be bigger than I anticipat.

Does man1 mean "because The moat has to be bigger than I anticipat, we don't have enough oil"
OR
"we don't have enough oil and that's why moat has to be bigger than I anticipat"?

because the moat is bigger than we anticipated ( than we thought ) ....now we don't have enough oil

It sounds like man1 believes there is not enough oil for the moat if it is widened.
