Open with MS Paint > (select) Image > (select) Flip/Rotate > (select) Flip Vertical > OK > File > Save as > (add name , format & file location) >Ok

eeerrrmmmmm Turn Monitor upside down !!!!!! no seriously it's not gonna rotate, so either do above, stand on ya head and watch it or try downloading again but another version of it.

Did you copy it on Australia. TV if so then you will need a upper & downer adapter

can you not open in it another application like you do a pic and choose the option to rotate?
