You can't.. the closest you can get is hiding your ID (viewing as anonymous)

u can't, u need the permission of the person whose web cam u want to view.

It is possible, but it involves dangerous programs... as I've said before, if you have to ask the question, you do not know enough to be safe using the tools required.
