It really just depends on the organization. I assume you're talking about a manufacturing Engineer, there is a magazine by that name and an organization Society of Manufacturing Engineers suggest you read some of their literature.

Some organizations use the manufacturing engineer to manage the technical aspect of production throughout the entire plant. Other larger organizations may assign an engineer to a particular department or process.

Production Engineers may be responsible for any and all of these tasks:
-Ensuring proper workplace ergonomics and material flow.
-Tracking materials used and production efficiency.
-Improving output and reducing waste in manufcaturing processes.
-Reducing product cost by changing materials, processes, work flows.
-Managing capital equipment projects to install new production machines, improve older ones, or modifications to improve quality or safety.
-Understand and implement Six Sigma principles and projects, and understand lean manufacturing, 5S, and Kai-zen.
