Of course they can, but not at a mass wedding, but in the church as a simple ceremony.

One can marry anyone one like so long it's not a member of the same sex. The non-catholic will have to promise to accept the catholic upbringing of the children.
The Church recommends though that you marry a Catholic for the peace of family life.
Only marriage between baptized Christians is sacramental.
catholics are obliged to follow the rules of the Church regarding marriage for example to marry in front of a priest.

A Catholic may marry anyone they so choose. The only thing it may impact is the type of wedding they have - for example a confirmed Catholic marrying a non-Catholic cannot have a high Mass wedding.

To have a marriage recognized by the Roman Catholic church, some parishes will say that the couple must be married in the Roman Catholic church. Some priests will expect both parties to be baptised in the Roman Catholic faith.
In the case of my nephews, who are United Methodist, they married women from the Roman Catholic faith. In both weddings, My father in law who is a Methodist minister gave the vows to his son, and the bride had a priest at the ceremony who gave the vows to her. That way, she was married in the eyes of the church, while the son had their father officiate. Both weddings were unique, yet beautiful. One ceremony was in the catholic church the other in a methodist church.
Both couples are sitll happily married.

The Catholic Church allows marriage between Catholics and non-baptized persons.
The Catholic may have to get permission from the bishop. This is because the Church recognizes the tremendous challenge that the couple is facing.
With love in Christ.

Not true. As long as they loved each other, they can marry, either in catholic church or at the brides church, whatever religion she may belongs with. Unlike other, only they will marry with the same religion (ie. Christian will convert (embrace) to Islam if he wishes to marry a muslim lady).

It has nothing to do with what religion a person is. The Bible teaches that a person should not be "unequally yolked"...meaning that a true Believer should not marry a non-believer.
