In text I believe it is a location. I looked it up and came up with people with that last name but the sentence reads "Tell you Tante Erosine I shall look for her at Toussaint- when the chrysanthemums are in bloom".

It means All Saints. As a place name it would derive from the church dedication, as a date or special day, it refers to All Saint's Day (1 November - All Hallows is an old word for it and "Hallowe'en" means the Eve of All Saint's, that is the day before).
