What do you mean by 'Rule,' as in Royal Family, or Parliament or in a Dictatorial role...?
If Channel 3, 4 or 5 gives them either a reality show or some kind of franchise, then I imagine that it might swing it and do the trick. All the children that watch this kind of thing will get to vote and the rest of us can emigrate to warmer climes and leave them to play.
