This depends on several factors. The F16 was more designed for maneuvering/dogfighting than it was for speed.
How much you weigh (usually fuel carried).
External stores (bombs, drop tanks, etc.)
How the plane is configured.
Clean peak speed is around Mach 2.1
The main limitation of the F16 is its lack of an articulated air inlet to keep supersonic air out of the compressor.
In contrast the F15 (similar size) can go Mach 2.6 clean with articulated air inlets.
But remember any of these top speeds are for a mere minutes as running with the afterburner is like flushing a toilet of fuel into the engine/engines.

That depends on what flight regime you are in. If you are on the ground an chocked, your speed is zero. If you are taxiing, your speed ranges between zero and 30 knots. If you are flying, anywhere from 200 knots to over 1200 knots. It's a Mach 2+ aircraft.

first thing that poped in my mind was somewhere between mach 1.5 and mach 2
well.. F-16 fighters can go as fast as mach 2 which is somewhere around 1460mph
