Are you ta liking about the fourth dimension in Space time, or is it the measure of time?

If the fourth dimension were not there, the rules of nature, physics would not be as they are now. If you are speaking about the measure of time, then it is necessary for everything in life, right from knowing when you have to do something, meet somebody, the amount of time you have left, the amount of work you have done.... this could then translate to the compensation that one receives for the time and effort that the person has put in to complete a task.

Time has been used as a measure, a tool since ages, the accuracy with which we can measure time has been improving as, well time goes by!
