If you are using low- polution and low cost as the main factor then
no new cars !

most of the energy consumed by a car is when it is manufactured.
you could take an old car, refurbish it, add modern electronic engine management and emission controlls to it.

A well maintained old car, even one 30 or 40 years old (with a few modern electonics added) can be just as clean as a new one, most of the cost is labour, ther are plenty of aftermarket engine management systems available, mostly used for racing and competion but can be programmed for ecomomy, and low emissions

the government should be helping the classic car industy ,
re-use existing vehicles

the eco mantra of, reduce, reuse, recycle, where does it say , go buy a NEW one ?????????????????

any car that has a duel fuel system..ie lpg/petrol or petrol electric...i own a 1.8 dualfuel vauxhall zafira..(at long last!) it starts on petrol...comes to gas running temp within 2 mins..i use approx 20 ltrs of petrol every FOUR MONTHS..and the rest of the time i run on gas.(less pollution) and i get reduced road tax..and the lpg only costs 48.9p per litre..down side? i get 20% less mileage on a ltr of gas..however this is outwieghed by the fact that the lpg is so cheap..and my zafira has done over 80000 miles and has the wear on the engine of a vehicle that has done 20000 miles..so is that cheap enough for you?
