I believe that it is because of the huge amounts of money generated by the criminal justice system, and the lack of will by the powers that be to establish more programs to reform the drug addict, or the habitual drunk driver . Rather than put the drug users in jail, and the bottom of the rung drug peddelars, they should be enrolled in mandatory classes, job programs, and medical programs to get them off the drugs, and give them a chance at a better life. Make them pay a portion of the cost of all this, even if it takes them ten years to pay it back. The system now locks up drug users, and habitual alcoholics with hardened criminals, at the tax payers expence, further propagating the system. If they were put through a program with all of the afore mentioned opportunities, and they went back to dealing, using, and stealing for their habit, or if there were violence involved such as shootouts between rival gangs for controll over territories, then lock them up forever, and throw away the key. Or better yet, make the death penalty an option for drug dealers.

That is screwed up. For all the illegal drugs out there, people who are using them and caught should be sent stright to jail/prison and serve a long sentence, and only then should be able to go into a rehab center. There need consequeces , not just an adult day-care.
But then again, America's prisons are a joke (yes I'm american and don't know where you are from). They have comfy cots, working out, classes for education, tvs, computers, and free time, with little work. What happened to the old-fashioned prisons??? no matter things are getting worse in the world!

Whilst I agree it would be more productive to fix the problem, many of the side affects include crime.
The victims of these crimes have a right to justice to. The real crime is so often that the drug habit is made worse due to the easy access of illegal drugs in prison.

First of all, most good judges put them in a treatment center and then a half-way house besides going to jail. They usually get help first, unless they totally screw it up again.

Because ours is a culture that regards life as cheap and expendable. That's why investment is not made in humanity. When did we give up? When greed became more important than kindness.
