phone off...what does that mean? He is 14..does he care?

There was some game playing with the girl and the girl does like him..but in a lot of confusion..about the relationship

The girl said she would call him and not to be angry but since it was so expensive she would only call if it was important

The girl think whoever was just trying to see if it was true or not someone call but the girl didn't answer then return a message saying she was out of the country and it was too expensive to talk..she is in Italy but she would return the call if it was important thanthe person turned the phone off

well at 14 he is really young to really know what he wants.but maybe he is trying to deal with that fact that your some where else and not with him and rigt at that time he didnt want talk.so ask him the next time you talk to him and if he tells you that right now he dont know then tell him to call you when he finds out.dont chase him.because thats what they want and they dont have.he is still a kid ok.so rember that and good luck.
