of course it can. if it has sharp edges or small parts that can be swallowed. or if it's made by materials that cause allergies. what is the toy in question?maybe i can be more helpful

Depends on the toy. Toys with small parts are not good for smaller children, because they can put them into their mouths and that is a choking hazard.

There are toys out there that have sharp edges or pointy corners, and those are dangerous to EVERYONE.

a toy can be dangerous depending on the quality of the toy and the age of the kid...for example- small kids shouldnt be given either small or sharp objects to play with-they myt swalow them or get hurt by the sharp stuff...this applies to even the small pieces in board games...toys which deal with electricity can be harmful as well...for very small kids soft toys are ideal...the plastic, hard variety or electric trains etc. should be reserved for the older variety

Are you serious? Yes, they can depending on the quality of the toy, age of the child, and I think the quality of care provided to the child (i.e. supervision).

Toys can also be educational as well if you choose the right ones. It really depends.
