I am from India. My home overlooks a community garden which we have all strived to maintain and keep beautiful. Nowadays it is becoming a haunt for unwanted visitors.
They are usual young adults and couples from nearby localities.
Most of the time we find them indulging in indecent behaviour. Even though the area might be well lit, it does not prove a deterrent. When asked politely to move away, they are often abusive and use profanity to people of all age groups (even kids and elders). Even when we just pass by, they use obscene language and make lewd remarks.

They also buy food from the popular eateries. And seem to treat the open areas and parks as tourist areas! Every day we find plastic covers, food wrappers and on some occasions – even bottles of alcohol, strewn around.

We are taking so much pain to keep our community clean and all the effort seems to be in vain.

Please help with your suggestions on how to tackle the issue.

Contact your local police station. Ask them to make your garden a new route for their patrol.

Around here we'd kill a couple and leave their heads on poles near the entrance.
Short of doing that, the only thing you can do is either post 24 hour security guards or fence off the area. Both of those are pretty expensive.
Posting signs saying that you've just spread manure on the soil to fertilize it might work in the short term but the louts will soon figure out that its just a ruse.

Many years ago in a magazine called Organic Gardening, someone wrote in and told how they kept out trespassers. They simply put up a sign saying 'Beware of Pachysandra terminalis'
(botanical name for a common plant). The trespassers didn't know what the word meant and were unwilling to find out so they stayed away.

Vivian X has a good idea, too. You might try playing recordings of children's nursery rhymes.

Play Classical Music to them a bit of Wagner (about ten minutes )should move them on ...really this Works ...

Post "Now Hiring" signs, and hand out job applications. That will clear them out.
