I was born on board of a ship in international waters... December 25th, 1966. I was told by my birth mother and father that I am of Australian origin. How or where can I get more information about my family's background without having to pay for it? Also... how would I go about retrieving any birth documents?

start by typing your surname into a search engine, ssdeath index is free to search at www.lds.org as are the available census records. search at genealogy.com they have free message boards listed under Community. Birth records are not free, check the vital records are of the nation you were raised in.

Even if you were born in International waters, you would still be an American (citizenship) I would just find out where those birth certificates are documented (I'd say Washington DC) and go from there. Although, if you are an adult, you surely must have your birth certificate somewhere since you need it for jobs, schools, etc.

try to get info on the ship specifically where it was registered. in law, the ship carries the nationality of the country from which it is registered. this means that you also carry the nationality of the ship on which you were born. cheers!
