It could be a sign of a food allergy or intolerance, like gluten, eggs or yeast. You might want to go to a doctor if you think that is the case, because it can get more serious and cause problems.
Or, it could simply be dry skin. If it's this, then all you have to do is exfoliate your skin like once a week or so. Also, moisturize and drink tons of water!
It could be bug bites,too, if they're itchy and just recent, but I think you would be able to tell.
Acne is another possibility. Sometimes just moisturising and washing acne makes it lessen.
If none of this helps, go to your doctor or dermatologist.
Edit: Yeah, that sounds like dry skin. I have those annoying little bumps. Supposedly if you put lotion on everyday and everytime you shower, they'll go away. I can't be bothered to put lotion on, though. Too much of a nusiance for me. Sometimes, when I'm bored, I connect them and make pictures. I know, what fun!

Without more info they could be anything.
But sometimes bumps on the bottom side of your arm are caused by bacteria like acne. This bacteria can be picked up from school desks. Try a good acne scrub soap.
Also check for allergies. Sometimes you can have a transitory allergic reaction to laundry soap or the perfumes in fabric softeners. Switching to a baby detergent like Dreft can help.

Yep, I know all about those tiny bumps found on arms. I had them for the longest time when I was younger. I went to a dermatologist and was told that they were caused by dry skin. I was advised to use a lotion that they prescribed to me, I can't remember the name but it burned when I applied it and never used it again. I was also advised to change the soap that I was using to dove with extra moisturizers. I started using dove soap and applying lubriderm lotion to my arms everyday and it did finally go away. I also noticed that it got a lot better during the summer when I was applying lotion several times a day. Recently my daughter got these bumps too, she's eleven, and as soon as I found them on her, I started applying lotion like crazy and sure enough they are going away and she is no longer self-conscience about wearing sleeveless tops. Good luck - follow this and I promise you they will go away in time.

Depends what they are caused from. Bug Bites? Repellant & itch cream. Acne? Bath everyday to get toxins out of the body & treat with acne wash & cream. Not sure what other bumbs there are. But take care.
