What abeautiful question. Steel is the best choice of course! In this catagory Reynolds is a great brand. True temper makes some great tube sets as well.
I bet if you talked to a few builders you could find an old 531 tube set and have him braze it up.
There are so many choices. Thanks for asking. I love thinking about steel frames, and riding them.

You plan on making your own? Dedacci, Columbus, Reynolds, Miyata all have very good tube sets, double and/or triple butted. All CroMoly. Just saying "Cromoly" isn't enough... you'll want double butted, possibly even triple butted on the down tube, not straight guage unless your load-bearing capacity dictates it. And seamless is prefereable, tho there are seemed tube sets that function very well.
Make sure the sets you buy are butted for the size frame you'd make. And spend some time on the Framebuilders' list (hosted at phred.org, i believe). Because these are all good suppliers, the next step is in construction - ability, technique, etc. If you are really looking to build your own I would suggest taking Doug Fattic's class.
If you are looking for a bike already built and wondering about the tubes used, Reynolds 531 is common, but Dedacci Zero is good, and lots of builders (Richard Sachs, Rivendell, many others) use tubes from several suppliers to "fine tune" their frames. As long as you stick with reputable makers you'd be hard pressed to go wrong as far as the tubing goes.

Chromoly would be my suggestion..used it exclusivly during my early bicycle racing days. Happy biking
