I don't know about any website. I think the best way to learn to lip read is by practice. You can watch people's mouth while they're talking (whether you're talking to them face to face or on TV) and notice how they move their lips when talking. With time you'll learn to associate those moves with the sounds they're making. It's great to use the TV to practice, especially with the news or some other show where the moderator speaks clearly and faces the screen most of the time. Little by little you can put the sound down or turn it off completely and try to follow up by lip reading only.
It takes a lot of time to master lip reading, so be patient. You won't learn it overnight but steadily through a longer period of time. I think it's time well spent though, it's useful to be able to read lips.

Hi,
Believe it or not... I started reading lips by watching television on mute at 9 years old.... and I never had to... Still, it did help me several times in life....
