It's worthless. Someone else might have the other half.
Both of you cannot turn in halves and expect to receive 10 pounds between you. The fact that you have the serial number makes no difference.

Banks usually will exchange it if they have both sides (or part) of the serial numbers, but not only half of the bill. They need to be able to compare part of the numbers.

u have many options: first, u can throw it out because it's worthless. second, u can keep it as a collection. third, u can keep it and try your luck finding the other half through out your life. forth, u can keep it in a frame as an art. fifth, u can call central bank to let them print the other half for you.
