they probably just dont want to say it b/c theyre not sure if you love them back or not.. it just has to depend.. some guys are shy about saying it.. some are very open to say it.. but "love" has a different meaning wen said out.. so it'll depend on wat the relationship is going into or is at that point..

If the guy really love the girl with all their heart,it is easy for them to say i love you.Some guy afraid to say i love you because they not sure of their feelings..

two: "i love you" = commitment, men have never been good in this category, not to say that the lack of "i love you"'s means a lack of commitment, it's just a mental block in the male brain
