The four beasts represent the various kingdoms that would rule the known world in their times. These also compare to the vision that Nebuchadnezzar saw in is dream in chapter two.

The first is the Babylonian kingdom, with Nebuchadnezzar as its King.

The second is the Medo-Persian empire, with Cyrus as its emperor.

The third is the Greek empire, with Alexander the Great as its emperor, until he died, and the kingdom was divided among his generals. (The Ptolemies and Selucids)

The fourth is the Roman empire with the various Caesars as emperors.

These kingdoms each had their times in glory, and the fourth one was the last before the Kingdom of God through Jesus Christ came to power. (The rock cut out but not by human hands, in chapter 2, verses 44ff)

The lion with an eagle's wings is a cherub symbolizing the Neo-Babylonian empire (see Ge 3:24). The rest of v.4 perhaps reflects the humbling of Nebuchadnezzar, as recorded in ch.4 The bear (v.5) raised up on one of its sides, refers to the superior status of the Persians in the Medo-Persian alliance. The three ribs may represent its three principal conquest: Lydia, Babylon and Egypt. The leopard with four wings(v.6) represents the speedy conquests of Alexander the Great and the four heads correspond to the four main divisions into which his empire fell after his untiimely death .The fourth beast (v7) with its irresistible power and surpassing all its predecessors, points to the Roman empire, its ten horns correspond to the ten toes.

most people have interpeted it to represent empires at the time, but being the old testiment apocolyptic book, I interpet it slightly diffrently (mine will be in parenthesees) the lion - babylon (Rome) bear - i cant remember this one (england) leopard - see last one (russia), the fourth - (the antichrist). in my interpetations, the first three must fall before the fourth can arise, so it says the time is near.
